 Vikas Kumar is a political strategist, governance thinker, and Founder of V SCAN Alliance  (Vikas Strategic Citizens Accountability Network) — a next-generation political consulting  and policy firm committed to accountable governance and citizen-first leadership.  With field experience across 10+ Indian states, Vikas has successfully guided political  parties and candidates to victory through strategic, data-driven, and ethical campaigns —  turning political vision into public trust. His leadership bridges grassroots realities with  high-level decision-making.  Academically trained in Journalism and Public Administration, Vikas blends  communication sharpness with policy depth. He has held senior roles in leading political  consultancies, shaped voter outreach, and aligned campaign strategies with governance  goals.  Beyond politics, he has worked with multinational companies and the State Election  Commission of Delhi, contributing to media planning and electoral awareness campaigns.  At V SCAN, Vikas Kumar is spearheading a movement to redefine political consulting —  one that’s grounded in transparency, democratic empowerment, and continuous citizen  engagement.

 Runny Tomar is a grassroots strategist and policy thinker, serving as Co-Founder of V  SCAN Alliance (Vikas Strategic Citizens Accountability Network) — a youth-led platform  advancing inclusive, accountable politics across India.  Armed with a postgraduate degree in Gender Studies from Jamia Millia Islamia and a  strong foundation in History, Runny brings a rare blend of academic depth and real-world  political insight. His approach combines historical context with present-day social realities  to design campaigns that are inclusive, people-centric, and socially aware.  Having worked with both leading political consultancies and community-driven NGOs,  Runny specializes in community research, gender-sensitive communication, and policy  outreach. His on-ground understanding makes him a vital force in driving V SCAN’s  commitment to equitable governance and fair political participation.  Progressive, perceptive, and people-first — Runny Tomar is shaping a new political  narrative where inclusion meets strategy.
